As mandated under the Workforce Investment Act of 1998, the District of Columbia Workforce Investment Council established by Mayor Williams in October 1999 is comprised of a broad representation of the community with a private sector majority. District business associations, such as the Greater Washington Board of Trade and the District of Columbia Chamber of Commerce, nominate private sector members.
